Procedure regarding Oath or Affirmation by newly elected/re-elected Members

The newly elected/re-elected Members of the Rajya Sabha, who are to make and subscribe Oath or Affirmation, as required under article 99 of the Constitution, may do so at 12-00 Noon on Monday, the 30th of November, 2020, in the Rajya Sabha Chamber, Ground Floor, Parliament House, New Delhi.

2.     Members are requested to kindly intimate the language (either in English or in any one of the 22 languages given in the Eighth Schedule to the Constitution), if not already informed, in which they will be making Oath or Affirmation well in advance to Table Office, Room No. 33, Parliament House, New Delhi at Telephone Nos. 23034697, 23034581 or through e-mail at  On receipt of advance intimation, a soft copy of the requisite Oath/Affirmation Form will be e-mailed to the Member, as per his/her choice. 

3.     Members are also requested to take a print-out of the soft copy of the Oath/Affirmation Form, forwarded as per their choice through e-mail or collect the hard copy in advance from Table Office and bring it while coming for the Oath Taking Ceremony, to avoid unnecessary contact.  However, in case any Member does not carry the Oath/Affirmation Form with him/her, a copy of the same will be made available to him/her.

4.     Members are requested to kindly bring the Certificate of Election           (in original) issued by the Returning Officer along with ten recent passport size photographs, in case the same has not already been submitted to Table Office till date.

5.     Members are further requested to kindly fill in Form-III regarding Party Affiliation before making and subscribing Oath or Affirmation, as required under Rule 4 of the Members of Rajya Sabha (Disqualification on Ground of Defection) Rules, 1985.

6.     The following procedure has been laid down for making the Oath or Affirmation of allegiance to the Constitution:—

  • Members may sit in the Rajya Sabha Chamber on seats identified for them by the Secretariat.
  • Members will be called State-wise, States having been arranged alphabetically and within each State, the names of Members have also been arranged alphabetically.
  • On the name of a Member being called by the Secretary-General, the Member will proceed to the right side of the Secretary-General’s Table, where a podium with microphone has been installed.
  • Member will make the Oath or Affirmation facing the Chair and thereafter greet the Chairman as well as the other dignitaries present in the House from there itself and sign the Roll of Members kept on the podium.  After signing the Roll, the Member will go to his/her seat. 
  • Members are requested to read out only the text given in the Oath/Affirmation form and not to make any additions/deletions thereto.
  • Members are requested to kindly bring their own pen to sign in the 'Roll of Members' after making Oath or Affirmation.  However, in case any Member does not carry his/her own pen, he/she may make use of one of the pens kept on the podium and then take the pen with him/her after signing the Roll of Members. 

7.     In view of the social distancing norms and to avoid overcrowding due to COVID-19 pandemic, only three guests/family members will be permitted to accompany Members to witness the Oath Taking Ceremony.

8.     Members are also requested kindly to get themselves as well as their guests/family members tested for COVID-19 (RT-PCR test) atleast 72 hours before the oath taking ceremony on 30th of November, 2020 and bring the test reports with them. Members may also send the RT-PCR test reports to Notice Office through e-mail at before coming for taking oath on the 30th of November, 2020.
