Mr. Desh Deepak Verma, a retired officer of 1978 batch of IAS, has been a dedicated, hard working and innovative officer of U.P. Cadre who, in his career, has performed brilliantly both at the State and at the Central level. He retired from the post of Secretary, Ministry of Parliamentary Affairs, Govt. of India, New Delhi. Post retirement, he was selected as Chairman of U.P. Electricity Regulatory Commission (UPERC), an autonomous quasi-judicial body, with pay structure equivalent to Election Commissioner of India. He joined as Secretary General, Rajya Sabha on September 01, 2017 in the rank and status of Cabinet Secretary.


A post graduate in Physics from Allahabad University and an MBA from Australia in International Business, Shri Verma has been a bright student throughout, with keen interest in oratory, dramatics and sports. He won several interschool, university level and state level debates and essay writing competitions during his student days.


During his professional career, he occupied top crucial positions in the State Government of U.P. He has been Principal Secretary in the key Departments of Commercial Taxes, Registration, Transport, Cooperatives and Tourism. He has also been District Magistrate of four important districts namely, Almora, Aligarh, Bareilly & Agra. Subsequently, he was posted as Divisional Commissioner of Allahabad and Lucknow divisions. Thus, he has occupied the position of District Magistrate/Commissioner in five out of top ten most sensitive districts of Uttar Pradesh, a rare feat for any officer. As Commissioner Lucknow, he was decorated during the Republic Day parade for outstanding contribution to the settlement of more than 20 years old Shia-Sunni dispute in Lucknow. Shri Verma is also accredited for introducing several reforms in the Trade Tax Department like e-filing of returns, removal of check posts at the borders, introduction of e-refunds etc. As Principal Secretary (Transport), he introduced AC Volvo buses in the State, and brought unleaded petrol to U.P.


At the Government of India level, he was given the most prestigious assignments like Joint Secretary, Ministry of Environment & Forests; Additional Secretary and Financial Adviser in the Ministry of Consumer Affairs, Food and Public Distribution; Director General, Sports Authority of India (SAI) and Secretary to Govt. of India, Ministry of Parliamentary Affairs. As Secretary, Ministry of Parliamentary Affairs, he brought several reforms in the functioning of the Ministry.


Mr. Verma has the distinction of representing India in several UN Conventions, like Convention on Biological Diversity (CBD), UN Convention to Combat Desertification (UNCCD), UN Framework Convention on Climate Change (UNFCC), Cartagena Protocol on Bio-safety etc. He has headed several inter-governmental Groups in COP/International meetings of UN Conventions at Hague (2002), Montreal (2003), Grenada, Spain (2006) and Curitiba, Brazil (2006).


In his last assignment as Chairman, UPERC, Lucknow he has been instrumental in introducing several big-ticket reforms in the Energy Sector. Through several of his landmark judgments, he could bring down power purchase costs and bring transparency in power purchase. He has been widely acclaimed for several new Regulations like Demand Side Management (DSM) Regulations, Mini-grid and Micro grid Regulations and Renewable Energy Generation Regulations etc.


He has several publications to his credit, especially on the environment related topics. Some of his publications are (a) "Whither CBD" : January 2007, published in 'LEAD' Journal - an international publication (b) Perspective on Biodiversity – A Vision for Mega Diverse Countries: 2006: edited by him and published by Ministry of Environment & Forests (MoEF), Government of India (c) Structure of GEAC and its system of evaluating: December 2003 carried by He also worked as Editor of a quarterly Biosafety Newsletter published under the GEF-World Bank Capacity Building Project of MoEF, GoI. As Joint Secretary, MoEF, he wrote the Biodiversity Act, which is now one of the most progressive legislations of the country. His articles titled "For Power to reach All" and "ऑलम्पिकः अब आगे क्या" have been published in the prominent Newspaper Dailies "Indian Express" and "हिन्दुस्तान" respectively.


He is interested in Music, Poetry writing, Badminton & Golf. He was elected as the President, Golf Club, Lucknow in March, 2017 with a thumping majority. He is supportive of several civil society initiatives in adult literacy, upliftment of physically and mentally challenged sections of society, empowerment of women and promotion of art and culture.
